that was the federal part of the constitution, meaning that these dates were represented in .ashington, d.c. eventually at the time, of course, when the constitution was ratified, in new york or philadelphia. so that's the branch of government that has the most power. if you read the document itself, article i lays out the congress, and it's the longest part of the constitution. it has the most enumerated or delegated powers. and i'm going to talk about that term "delegated" for a second. and i mentioned this in class and, of course, this is very important, how you look at a delegated power. a delegated power is a power that's given because you have the authority to give it. by delegating it, you can always take it back. and so the idea was, as we were writing this constitution, the states and the people of the states are delegating authority to the central government, and if we want it back, we can always take it back. you don't have it forever. we can take it back ourselves. that, of course, is the crux of the 10th amendment, which i will briefly mention at the end of the discussion.
